What is Casus Belli?

On Pactoria wars are meant to be driven by diplomacy and roleplay. This is to ensure that wars are meaningful and engaging rather than arbitrary. To uphold this principle, we’ve introduced the Casus Belli system a structured way to determine valid reasons for declaring war.

Casus Belli is a system that requires nations to justify a reason for every war they start. Nations must meet specific criteria, or check marks, to make their war declaration valid.

To request a Casus Belli, open up a Casus Belli ticket in the Tickets channel.

Casus Belli Questionnaire

Below is a list of questions players have to answer after opening a ticket, this is required to start discussions over having your Casus Belli accepted;

To help the administrators decide on whether or not to approve your Casus Belli request, please answer the following questions:

  • What is your Minecraft username?
  • What is the name of the attacking nation?
  • What is the name of the defending nation?
  • Who are your main allies (if any)?
  • Explain in detail what specific event or action made you decide to submit this casus belli. (Required)
  • Explain what attempts have been made to diplomatically resolve this conflict?  (Required)
  • Do you have evidence? (Screenshots, chat logs, documents, clips, etc) (Required)
  • Pick one or more of the following war criteria that you believe are relevant in your request. (Required)
    • Disputed lands
    • Border Violations
    • Reconquest
    • Destruction of the Environment
    • Trade Dispute
    • Piracy & Theft
    • Breach of Treaties
    • Unstable Leadership
    • Holy War
    • Heresy
    • Unprovoked Attacks
    • Espionage & Sabotage
    • Preemptive Strike
    • Balance of Power

Note: All CBs have a 2 month limit; this means that you cannot use a reason that occurred over 2 months ago

Territorial Claims

  1. Disputed Lands - A rival nation claims or controls land or towns historically or culturally tied to our nation on our recognized land! (Cartography World Maps)
  2. Border Violations – There have been repeated incursions from enemy players or banned players from our lands! They may have directly attacked our city or even set up illegal settlements! (Also called Squatter claims)
  3. Reconquest – We've previously been defeated, had a rebellion, or had to sign a treaty resulted in a loss of land, It's time we reconquest land formerly owned by our nation.
  4. Destruction of Environment - A foreign nation is destroying / mining out our above ground resources! (e.g. sand) in our recognized land!

Economic Justification

  1. Trade Disputes – Embargoes, tariffs, or blockades have been harming our economy!. (Making embargo agreements with nations to stop trading with your nation / their nation, a nation not paying back a loan, or a nation being scammed by another)
  2. Piracy & Theft – Another nation is raiding, stealing, or disrupting supply chains for our Trade Town shops!

Political or Diplomatic Justifications

  1. Breach of Treaties – A rival has violated a peace agreement, trade deal, or border treaty with us!
  2. Unstable Leadership – A neighboring government has collapsed, is ruled by an illegitimate leader, or have become inactive! We must seize the opportunity to restore order! (3 weeks of inactivity from all founders and leaders of a town)

Religious or Ideological Justifications

  1. Holy War – A nation follows an opposing religion or ideology has become a threat! (Must have RP Conflicts and long lasting lore behind the reasoning.)
  2. Heresy – A vassal or city has rejected the dominant belief system and must be subdued! (Must have RP Conflicts and long lasting lore behind the reasoning.)

Acts of Aggression

  1. Unprovoked Attacks – A rival nation has raided, killed, or imprisoned our citizens within our recognized land!
  2. Espionage & Sabotage – Spies were caught infiltrating, stealing secrets, or inciting rebellion in our nation!

Strategic or Preventive Justifications

  1. Preemptive Strike – A rival is preparing for war against us! We must strike first!
  2. Balance of Power – A global power is growing too strong, and we must war them to weaken them before it's too late! (e.g. A coalition is being formed against you)

Checklists we check before accepting a Casus Belli

  • Have you answered every question?
  • Have you clearly identified who the attacking and defending nations are, and which towns are attacking and defending?
  • Have you described at least one valid war criteria?
  • Have you included sufficient supporting evidence?
  • Did the War Criteria happen in the last 60 days?
  • Is the attacking and defending nation on the same continent?
    • If no, have you provided an exceptionally strong case as to why they should be allowed to war a nation on another continent?
    • If yes, are you bordering? (On cartography maps)
      • If no, have they provided a strong case as to why they should be allowed to wage a war on a nation far away? (For example, reconquest, constant raiding, etc)
  • Have you provided sufficient evidence that the diplomatic option has been attempted and failed, with the leader of the town being attacked? (Criteria excludes towns that have had no active members in the last 21 days)

Staff Decision Process

When the validity of the Casus Belli request has been affirmed, the attacker is required to make a national announcement before the Casus Belli is given. Only after 24 hours of the national announcement being posted should an administrator log on to the server and run the following command ingame:

/gadmin conflict start [AttackerTown] [DefenderTown]

Important note: If the attacker fails to win a siege against the town within the 14 day period, then the CB expires, and the town cannot be attacked by the same nation or alliance of nations for a 2 month period.
